NEW WINDSOR, NY 12553 PLEASE TAKE NOTICE that the Town Board of the Town of New Windsor will hold a Special Town Board Meeting on Monday, November 18, 2019 at 11:00 a.m. at New Windsor Town Hall, 555 Union Ave., New Windsor, New York. The purpose of the meeting is to consider action on the following items: 1. Motion to authorize the revised Levy of Unpaid Water/Sewer/Garbage Charges in upon the 2020 Tax roll of the Town of New Windsor in the amount of $848,486.92. 2. Motion to reduce the performance bond of Hyvue of Orange, Inc. for public improvements related to a 5 lot subdivision on Hill Road, Planning Board #18-04, from $338,183.35 to $117, 962.35, as recommended in correspondence dated November 4, 2019, received from Town Engineers, McGoey, Hauser & Edsall Consulting Engineers, D.P.C. 3. Motion to reduce the performance bond of Meadowbrook Major Subdivision for a public improvements related to Phase II of same, Planning Board #01-42, from $2,694,726.00 to $639,477.03, as recommended in correspondence dated October 28, 2019, received from Town Engineers, McGoey, Hauser & Edsall Consulting Engineers, D.P.C.; and 4. The Town Board Meeting Agenda for Wednesday will be posted on Monday. Town Board workshops are always held the Monday before the Town Board Meeting (occasionally Tuesday if a Town Holiday falls on a Monday). Often, residents may only see the Town Board meetings where the Board votes on the listed Agenda items, which is held in the courtroom on the first Wednesday of the month. The Town Board workshops are where the Supervisor and board members discuss the issues that will be voted on at the Town Board meeting, as well as other ongoing Town issues. The workshop meetings are always open to the public, and held at 7pm in the Supervisor’s conference room at Town Hall. As part of Supervisor Meyers new Open Government policy, the workshop agendas will be posted ahead of time and shared on social media in addition to the regular Town Board Agendas. The public is encouraged to attend a workshop if there is an issue being discussed that they have an interest in. 2020 Town Board Agendas and Minutes Town Hall closed to public; Town Hall staff available via email, phone and websites Effective Thursday March 19 New Windsor Town Hall and Recreation Offices will be closed to the public. Employees will be available daily between 10am and 4pm to conduct business via phone, email and website. There is also a mail slot in the front door of town hall that is available for correspondence. Online services are available 24 hours a day at newwindsor-ny.gov. These include online utility bill payments, court fines and fees payments, online FOIL requests, online mapping, and more on our website. On Friday March 20 Town Hall and Recreation Offices will be closed for a deep cleaning and sanitization. Monday March 23 through Friday March 27, Town Hall and Recreation offices will be closed to the public, with employees available from 10am and 4pm to conduct business via phone, email and website. In addition, Supervisor Meyers is declaring a State of Emergency in the Town of New Windsor. THIS IS ONLY A FORMALITY, to ensure the Town is eligible for reimbursement for expenses occurred during the COVID-19 pandemic, and it also removes restrictions on the bidding process. Town of New Windsor Court is closed until further notice The Town of New Windsor Court is closed until further notice. If you have received a suspension notice from DMV with an effective suspension date during the time of the courts closure, those suspensions have either been lifted or removed. If you are concerned about an unpaid fine please know the court will NOT be enforcing any penalties to unpaid fines during the courts closure. We will be extending payments a minimum of 30 days from the courts re-opening. ALL court matters have administratively been adjourned until further notice: **If you had a court date during the courts closure, or have an upcoming court date while the court remains closed, we will be sending each person a notice with a new court date once we get the directives that the courts can re-open. We thank you for your cooperation in the effort to prevent the spread of Covid-19 to the others in the community. Town Encourages Less Visits to Town Hall Amid COVID-19 Pandemic Supervisor Meyers is requesting anyone who does not need to physically come to town hall to please conduct business through email or phone whenever possible. If you are paying your water bill, the bills can either be mailed in, dropped through the mail slot in the front door of town hall after hours, or given to the court officer at the front door during the hours of 11am-3pm. Town hall is still currently open to the public from 11am-3pm. For the safety of our employees and everyone visiting town hall, we are trying to reduce the number of people coming into town hall. New Windsor is currently the third highest in positive COVID-19 test results in Orange County. Court officers are still screening temperatures of all visitors and masks are required. Town of New Windsor in contact with Verizon regarding Fios service in town Town Supervisor Meyers has contacted Verizon regarding their ability to provide Fios service to New Windsor residents. Throughout the month of January Supervisor Meyers’ office has been in touch with the Verizon Director of State Government Affairs, and also the director directly responsible for the Mid-Hudson and Westchester area for Verizon. Both explained that Verizon’s current position is fulfilling their existing signed franchise agreements with other towns, cities and villages. Verizon is not entertaining or committing to any new franchise agreements at this time. Verizon has agreed to monitor the town’s request. Verizon and the Town will revisit this issue in six months to see if Verizon’s position has changed.
