Animal Control is responsible for enforcing Town of New Windsor dog control ordinances and New York State Agriculture and Market's regulations pertaining to dogs.
New York State requires all dogs over the age of four months be licensed and vaccinated against rabies. Licenses are obtained in the Town Clerk's office and must be renewed annually. The Town of New Windsor has a leash law. Dogs are to be leashed or confined at all times and no dog is permitted to run at large in any public place, street, avenue, road, or highway.
Guide / Service / Support Dogs are exempt from fee only. License is still required. License with current rabies vaccination required.

* This shall not apply to any dog confined to the premises of any person, firm or corporation engaged in the business of breeding or raising dogs for profit and licensed as a Class A dealer under the Federal Laboratory Animal Welfare Act, provided that such person, firm or corporation has obtained a certificate of exemption. Application for such certificate shall be made annually to the Town Clerk and shall be accompanied by a fee of $250.
