In July 2020, the New Windsor Police Department began a partnership with Hope Not Handcuffs – Hudson Valley. Hope Not Handcuffs is an initiative started by Michigan-based Families Against Narcotics (FAN), aimed at bringing law enforcement and community organizations together in an effort to find viable treatment options for individuals seeking help to reduce dependency with heroin, prescription drugs, and alcohol. Any person who comes to police headquarters and requests help with their addiction will be assisted and screened for the program. If such person who has requested help with their addiction is in possession of drugs or drug paraphernalia, they will not be criminally charged. Persons requesting help will be met by a professional, compassionate, and understanding officer that will initiate screening into the program.
