Information Technology

The office of Information Technology provides a multitude of services to the Town of New Windsor. The department is responsible for 100+ workstations, a group of 30 servers, and all peripheral equipment throughout the Town of New Windsor. Personnel maintain 24x7 emergency coverage for the Town of New Windsor Police Department. The department also is responsible for the towns phone systems - cellular and internal PBX.


Starting in 2009 the Information Technology Department started providing Information Technology support for neighboring towns.  These towns include the Town of Blooming Grove, Town of Chester, Village of Chester Police, Town of Cornwall, Village of Cornwall-on-Hudson, Town of Crawford, Town of Highlands, Village of Harriman Police, Town of Monroe, Village of Monroe, Monroe Joint Fire District, Town of Montgomery, Town of Newburgh Police, Town of Tuxedo, Village of Tuxedo Park, Vails Gate Fire Department, and Town of Woodbury Police.

The Information Technology department is responsible for:
  • Design, configuration and maintenance of Town Hall and Police Department networks (LAN and WANs), computers, servers, peripherals, databases, software programs, Telephone PBX system, radio systems, wireless systems, VPNs and in-vehicle computers.
  • Design, configuration and maintenance of Recreation Department networks (LAN and WANs), computers, servers, peripherals, telephone PBX system, and VPNs.
  • Design, configuration and maintenance of Highway Department networks (LAN and WANs), computers, server, peripherals, wireless systems and VPNs.
  • Design, configuration and maintenance of Mt Airy Sports Complex networks (LAN and WANs), MESH wireless network, server, and VPNs.
  • Video and Digital photography recording, editing and publishing.
  • Graphic Arts and Publishing posters, brochures, newsletters, special event poster boards, etc.
  • Design, configuration, maintenance and data collection for Geographical Information System (GIS) and associated portals.
  • Design, configuration and maintenance of website, e-commerce and associated portals.
Department Personnel

John McDonald, Esq - Chief Information Technology Officer
John is a graduate of Orange County Community College with an A.A.S., Mercy College (Summa Cum Laude) with a B.S., and Pace University School of Law with a J.D. He was admitted to practice law in New York State in 2002. John was employed by the Town of New Windsor in 1987 as a Fire Inspector and promoted to department head as Chief Information Technology Officer in 2000. His primary job responsibilities are management and oversight of the Information Technology Department, configuration and maintenance of GIS systems, completion of feasibility studies, project design and management, forecasting and budgeting and all technical aspects of Information Technology.

Patrick Mangan - Deputy Chief Information Technology Officer
Patrick is a graduate of Marist College with a B.S. He was employed by the Town of New Windsor in 2001 as an Intern, promoted to Information Technology Officer in 2003, and promoted to Deputy Chief Information Technology Officer in 2008. Patrick's primary job responsibilities are the administration, configuration and maintenance of the Town network, servers, website, system and project design and management, and all technical aspects of Information Technology. Patrick also is the primary contact for inter-municipal agreements with other towns and villages in the area.

Danyelle Barrett - Information Technology Officer
Danyelle graduated Summa Cum Laude from SUNY New Paltz with a B.S. in Computer Science. She joined the Information Technology department in August 2018, overseeing the Town and other municipal computer systems as a system administrator and networking expert. Her areas of expertise include web design, disaster prevention and recovery, asset management, and computer network configurations. 

Justin Puglia - Information Technology Officer
Justin is a graduate from SUNY Cobleskill with an A.T in Information Technology and from SUNY Rockland with an A.S in Criminal Justice. He is currently pursuing his Bachelor's Degree in Information Technology. Justin joined the Information Technology department in November 2022, focusing on helpdesk support and computer installation. He specializes in Windows operating systems and technical troubleshooting of desktops, phones, & printers.
