Our latest example of helping an individual get help for their addiction struggle occurred on Tuesday, August 24, 2021 when the individual walked into our police station, bag packed and asked for help for their drug addiction.  This person had interacted with one of our Police Officers on two different occasions where the Officer spoke to them about the Hope Not Handcuffs Program and how it works.  The Officer “planted the seed” and now the individual is on their way to recovery and a better life. 

You do not need to live with a drug or alcohol addiction struggle!  Regain control of your life. What a great afternoon it was for Chief Doss and Officer Arcaro on their bicycle patrol.

15 miles, 3 hours, 6 bottles of water and many great interactions with the community.  That’s what we call a successful bicycle patrol!

Chief Robert Doss commented, “I want to thank everyone who stopped and talked with us today. I was truly overwhelmed by the welcome we received as we rode through the neighborhoods. This is what community policing is all about. The bicycle patrols we recently implemented have not only made the town safer but they have shown to be a great mechanism to bring our police officers closer to the community in a way that promotes positive interactions. This is so important when it comes to the level of trust and legitimacy people have in their police force.”

It is with great sadness that we announce the recent passing of retired New Windsor Police Detective Peter DiGregorio, age 85.

At the age of 18, Peter DiGregorio joined the United States Army, where he served for 4 years. He then became a Police Officer in the Village of Washingtonville before joining the New Windsor Police Department.  

Peter DiGregorio served the Town of New Windsor for 21 years and he was the first plainclothes Detective in the Town’s history.  He held that rank until he retired in 1988.

Peter DiGregorio was also the father retired New Windsor Police Detective Lawrence DiGregorio.

Our sincere condolences go out to the whole DiGregorio family.

On July 13, 2021 at 2:43 a.m., the New Windsor Police Department responded to a serious motor vehicle accident at the intersection of Windsor Highway (State Rt. 32) and Union Ave. (County Rt. 69). Upon arrival of police officers, they determined that the collision involved a passenger car and a one-wheeled electric skateboard.

The operator of the passenger car was not injured. There were no other occupants in the car.

The operator of the one-wheeled electric skateboard sustained serious injuries and was transported to Montefiore St. Luke’s Hospital in Newburgh by New Windsor Emergency Medical Services ambulance. A bicycle safety helmet was being worn by the operator at the time of the collision.

The New Windsor Police Department’s accident reconstruction team responded to the scene to investigate. The cause of the collision remains under investigation. The names of the individuals involved are not being released at this time.

The intersection remains closed to traffic but is anticipated to be opened by 6:30 a.m. A supplemental press release will be sent at a later time with additional information.

(June 21,2021 - Goshen, New York) New Windsor Police Chief Robert L. Doss  was part of a press conference held by Orange County District Attorney Dave Hoovler and New York State Comptroller Thomas DiNapoli to announce the arrest and guilty pleas of three individuals on felony charges in relation to the Orange County Industrial Development Agency (IDA) case. These individuals, as part of their pleas, will pay back the IDA $1.265 million dollars.  This was a result of an investigation that began in New Windsor and was conducted collaboratively by New Windsor PD, the NYS Comptroller’s Office and the Orange County District Attorney’s Office.

On March 26, 2021 at 10:38 p.m., the New Windsor Police Department responded to a serious motor vehicle accident with occupant entrapment on Temple Hill Road, just south of the entrance to Continental Manor Condominiums. Upon arrival of police officers, they determined the accident was a head-on collision involving a semi-trailer truck and a passenger car.

The passenger car involved was a 2019 Subaru and it was heading southbound. It was operated by Robert C. Stack, 58 years old of New Windsor. Mr. Stack was pronounced dead at the scene. He was the sole occupant in the vehicle.

The semi-trailer truck involved was a 2021 Volvo and it was heading northbound. The trailer that was being towed behind the semi-trailer truck was a gasoline tanker full of fuel but no fuel was lost from the tanker as a result of the accident. This vehicle was operated by Matthew C. Williams, 27 years old of Berlin, NY. Mr. Williams was extricated from the cab of the truck by Vails Gate Fire Department personnel. He was then transported to Montefiore St. Luke’s Hospital in Newburgh by New Windsor Emergency Medical Services ambulance. Mr. Williams sustained non-life-threatening injuries. Mr. Williams was the sole occupant of this vehicle. 

The New Windsor Police Department’s accident reconstruction team responded to the scene to investigate the accident. Their preliminary investigation determined that the 2019 Subaru crossed over the double yellow line and into the oncoming path of the semi-trailer truck just prior to the collision. The cause of the accident remains under investigation.

The Town of New Windsor Police Department is pleased to announce the receipt and installation of the Axis Body Worn Camera system for the members of the Department.     

The Department received 50 Cameras at a total one-time cost of $37,600. This includes integration into the existing server platform which meets CJIS Federal and New York State DCJS requirements for storage and security.  $29,000 of the $37,600 was donated from businesses and community stakeholders from throughout the Town. These body cameras will help to increase transparency, public trust, and confidence with the Public as well as assist in investigations. 

With Pricing quotes coming in as high as $234,000, the Department was very happy to be put in contact with the Axis Communications from our Town IT (internet technology) Department. Axis is already a vendor with the Town for their security camera platform which is utilized at numerous Town owned property.  By going with the Axis Company, New Windsor Police is the first Department in the Tri-state area to utilize their camera system. The camera had great results during the test phase and with a one-time cost of $37,600 it became apparent that Axis was the right company for this task.   

Police Chief Robert Doss stated, “The implementation of this body camera technology in New Windsor is a huge step forward for us.  Supervisor Meyers and I moved this project along as quickly as we did because we felt it was a great way to add to the level of transparency that the community expects from its police.  These body cameras will not only contribute to further enhance the trust level that the New Windsor community has in its police force but they will also enhance officer safety.  I want to thank the businesses in town that donated towards the costs of the project.  Their generosity took a majority of the costs off of the taxpayers.  Also, Patrick Mangan of our town’s Information Technology Department, played a huge role in this project’s success and its implementation.  I think this whole project is a great example of how the police and the community can work together to get things done for the benefit of everyone involved.”

On January 27, 2021, the New Windsor Police Department arrested William M. Hinspeter, 48-years old of New Windsor, NY for stealing from the New Windsor Little League organization after a four-month long investigation by Detectives.

Mr. Hinspeter, who formerly served the New Windsor Little League organization as its President, made a series of unauthorized debit card cash withdrawals for his own personal use between the dates of October 1, 2018 and August 31, 2020.

Mr. Hinspeter was arraigned on a criminal charge of Petit Larceny in New Windsor Justice Court. He plead guilty to the charge in the presence of his attorney and he was sentenced to a conditional discharge. Additionally, Mr. Hinspeter has paid $6,500. in restitution back to the New Windsor Little League organization.

New Windsor Police Department recognized Dispatcher Jill Nye today for completing 20-years of dedicated service to the town. Police Chief Robert L. Doss stated, “Congratulations to Dispatcher Nye for this career achievement. Our dispatchers are often the unsung heroes of the Police Department. They are the ones who answer the phone in a calm voice and get the necessary information to be able to send the proper emergency responders quickly to where they need to be. Here in New Windsor, our dispatchers not only dispatch the police but they also dispatch the ambulance corps and the fire departments if needed. Dispatcher Nye has helped countless people over the course of her career and I commend her for always doing such a great job.”

On January 8, 2021 New Windsor Police Officer Joseph Bell and K-9 Duke graduated from the Narcotics Detection School that was hosted by the Orange County Sheriff’s Office. The 8-week school was a hands-on training with the Officer and the K-9 where they are instructed in how to seek out and find Cocaine, Heroin, Methamphetamines and Ecstasy.  The school also included basic obedience and was conducted under all different environments in order to prepare the dog for real world encounters. 

This will be Officer Joseph Bell’s first time assigned to a K-9 Unit. He brings over 15 years of experience as a Police Officer with him to this detail.
