Notice of Public Hearing 2/7/24 - CDBG-DR

NOTICE OF PUBLIC HEARING
ORANGE COUNTY
COMMUNITY DEVELOPMENT
BLOCK GRANT-DISASTER RECOVERY FUNDING
(CDBG –DR)

NOTICE IS HEREBY GIVEN THAT the Town Board of the Town of New Windsor will hold a Public Hearing on the 7th day of February, 2024 at 7:00 p.m., at Town Hall, 555 Union Avenue, New Windsor, New York  12553, to receive public comment on a proposed Application for Orange County Community Development Block Grant - Disaster Recovery Program funding (hereinafter “CDBG-DR”).  The hearing will also be broadcast on the Town’s official Facebook page at:  https://www.facebook.com/NewWindsorNY/

On February 9, 2012, Orange County was provided a direct allocation of $11,422,029 in US Department of Housing and Urban Development (HUD) CDBG-DR funds to help the County recover from and assist the County with the unmet needs of its citizens impacted by the 2011 disasters, Hurricane Irene and Tropical Storm Lee.

Under this Program, unmet needs, which remain after funding from other federal, state and local programs, insurance proceeds, nonprofit, community or faith-based organizations, and other private or public sources, are eligible.

During Hurricane Irene, the Town’s Caesars Lane Wastewater Treatment Facility was flooded when storm flow overtopped the banks of the adjacent Moodna Creek, depositing significant debris throughout the facility and critically damaging vital processing equipment.

The Town is applying for up to six million dollars ($6,000,000) of CDBG-DR funds for construction of a new control building to replace the existing control building as both the central administration and lab/controls systems hub for the entire facility.

Construction of a new control building will allow the existing control building to be repurposed for other wastewater treatment facility purposes, most notably space for equipment storage and a machine shop on the top floor, which pre-Hurricane Irene had been located on the bottom/ground level of the existing building.

For consideration of such funding, an application for the above-referenced project is required to be submitted to the Orange County Community Development Block Grant -Disaster Recovery Program.  Presently, no deadline exists for submittal of same.

The hearing will provide further information about the CDBG-DR program and will allow for citizen participation in the development of the proposed grant application and/or to provide technical assistance to develop alternate proposals.

Comments on the CDBG-DR program or proposed project(s) will be received at the public hearing. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended.

The Town New Windsor Town Board invites all interested persons to provide public comments regarding the proposed project, at the above date, time and place.  Persons may appear in person or by agent.

Written comments may also be provided to the Town Board at 555 Union Avenue, New Windsor, NY  12553 and must be received at or prior to the public hearing; written comments may also be submitted to [email protected] until February 14, 2024 at 4:30 p.m.

The location of the hearing is accessible to persons with disabilities. If special accommodations are needed for persons with disabilities, those with hearing impairments, or those in need of translation from English, those individuals should contact Patricia A. Clarino, Town Clerk, at (845) 563-4611 or [email protected] at least one week in advance of the hearing date to allow for necessary arrangements.

Town Receives Nearly 1.6 Million Dollars in Settlement Funds from DEA Investigation

New Windsor Town Supervisor Stephen A. Bedetti and Police Chief Daniel Valeri are proud to announce that the town has received nearly 1.6 million dollars in settlement funds as part of a long Drug Enforcement Administration investigation. Recently retired New Windsor Police Detective Michael Schwartz spearheaded the involvement of our police department as a long-standing member of the DEA Drug Task Force. This money will be used for future drug related investigations and to further invest in our police department.

Thank you to retired Detective Schwartz and our entire police department for all they do to keep New Windsor safe on a daily basis. Much of their hard work goes unnoticed but New Windsor residents should feel better knowing our police department is continually working to make our town a better place on a daily basis.
