This title is a competitive classification by New York State Civil Service and will be filled provisionally pending a competitive exam. This is an entry-level position for a municipal Information Technology Department with responsibility for the efficient functioning of various computer networks, peripheral components, and infrastructure integrity. The incumbent has full and direct access to all sensitive and confidential information stored in various computer system records, databases, telecommunication equipment, recording devices, and radio equipment. The incumbent is responsible for ensuring and maintaining the security and confidentiality of data files, computer system workstations, and servers. Work is performed under the general direction of the Chief Information Technology Officer with leeway allowed to exercise independent judgment in the performance of duties and responsibilities. Does related work as required. MINIMUM QUALIFICATIONS: (A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in Computer Science, Information Technology, Information Systems, or related field; OR (B) Completion of 60 college credits from a regionally accredited college or one accredited by the New York State Board of Regents to grant degrees and two (2) years of work experience installing and evaluating data processing systems for government or private industry application; OR (C) Graduation from High School or possession of a high school equivalency diploma with four (4) years of work experience as defined in (B) above. NOTE:Must possess and maintain a valid driver’s license. SPECIAL REQUIREMENT FOR APPOINTMENT IN THE TOWN OF NEW WINDSOR: At time of appointment, candidates for positions in the Town of New Windsor will be required to undergo a State and national criminal history background investigation which will include a fingerprint check. Failure to meet the standards for the background investigation may result in disqualification. Related Articles Ethics Board Position Available The Town is looking for a Town resident that would like to serve on the Ethics Board. There is currently one opening on the Board and it is a non-compensatory position. The Board is responsible for ethics oversight of elected officials, various municipal board members and department heads in accordance with the Town Code Chapter 25 Ethics Code. The Board annually reviews disclosure statements and conduct investigations into ethics complaints. Update from Supervisor Meyers: NWPD Bike Patrol, Dog Park & New K9 Officer From Supervisor Meyers: We are introducing a few new additions for New Windsor that have been in planning stages for a couple of months. Beginning tomorrow, July 6, a police bicycle patrol will begin in our housing developments. We have had six of our officers in training for this detail. I think it is important for our officers to interact with our residents on a regular basis. My belief is that this type of patrol will be helpful in accomplishing that goal. The officers assigned to this detail are anxious to get started. There is a schedule of the dates and locations of these patrols and all our housing developments are included. Lieutenant Fred Fayo will provide oversight of this unit. The bikes will be rack mounted on a marked police vehicle and the officer will determine when and how long to patrol on the bike. I have heard repeatedly from our residents that they do not know any of the police officers, and I hope that this will create positive interaction for our residents with our officers. I have been discussing a town dog park for New Windsor for a number of weeks and the park is now a reality. The park is located at our San G Park on Union Ave across from Heritage school. There are two sections for different size dogs and both have shade structures and water bowl filling stations. The gate key required for use of the dog park will be available at the town clerk’s office starting on Thursday, July 8. In addition, as of this past Friday, we have a new K-9 unit assigned to our police patrol unit. Officer Joe Bell and his partner Duke graduated after months of training and will now be on patrol helping to keep New Windsor a safe place for all of us. Two New Windsor Police Officers Complete Drug Recognition Expert Training The Town of New Windsor Police Department announces the graduation of 2 Police Officers who tried out for and were accepted into the Drug Recognition Expert training. Completion of this highly competitive and lengthy 3 week course puts New Windsor at the forefront of combating driving while under the influence of drugs. Police Chief Robert Doss stated, “I am very proud of Officer Sussman and Officer Weed’s successful completion of the very challenging and difficult Drug Recognition Expert program. The deployment of these Officer’s with their knowledge, skill and expertise in the area of drugged driving detection will certainly increase the overall safety of the motorists traveling throughout the Town of New Windsor. The Police Department remains committed to keeping the roadways safe for everyone. We had 75 Driving While Intoxicated arrests in 2018 and we anticipate the numbers of impaired drivers on the roads to increase dramatically in the upcoming years because Governor Cuomo has committed to moving forward with his agenda of legalizing marihuana. The New Windsor Police Department intends to stay ahead of this problem and that is why we now employ 2 of the 7 DRE trained Police Officers in all of Orange County.” Water Update: restoration times / water available for affected residents Our crews are still onsite and working on the water outage. Due to the emergency leak repair yesterday, when a water line was shut down, it caused a larger infrastructure problem that is taking longer to fix. Water service is expected to be restored later morning / early afternoon once the repair is complete. A water tanker will be available later this morning at Vails Gate Fire Company Station 2 on 4 Weather Oak Hill Road. Please bring containers to fill. Cases of bottled water will also be available for those affected by the water outage. We’ll post once both the tanker and bottled water are available at Vails Gate Fire Company Station 2. WATER IS NOT AVAILABLE right now, please wait until we follow up with a second post. Town Hall closed to public; Town Hall staff available via email, phone and websites Effective Thursday March 19 New Windsor Town Hall and Recreation Offices will be closed to the public. Employees will be available daily between 10am and 4pm to conduct business via phone, email and website. There is also a mail slot in the front door of town hall that is available for correspondence. Online services are available 24 hours a day at newwindsor-ny.gov. These include online utility bill payments, court fines and fees payments, online FOIL requests, online mapping, and more on our website. On Friday March 20 Town Hall and Recreation Offices will be closed for a deep cleaning and sanitization. Monday March 23 through Friday March 27, Town Hall and Recreation offices will be closed to the public, with employees available from 10am and 4pm to conduct business via phone, email and website. In addition, Supervisor Meyers is declaring a State of Emergency in the Town of New Windsor. THIS IS ONLY A FORMALITY, to ensure the Town is eligible for reimbursement for expenses occurred during the COVID-19 pandemic, and it also removes restrictions on the bidding process.
